Fiji's currency administration in this period sat with the Colonial Treasury rather than a separate central bank — the island group wouldn't establish the Fiji Currency Board until 1914, and this note falls under the direct government issue arrangements that followed. Bradbury Wilkinson held the printing contract for most British Pacific territories through the interwar decades, with security printing quality well above what colonial volumes alone would have justified commercially.
The three-signatory format — two treasury officials plus a colonial secretary or equivalent — was a deliberate accountability mechanism.
