Sandow was a small locality in Lower Lusatia, and like hundreds of similarly sized German communities, it turned to privately issued notgeld during the acute small-change shortages of World War I and its aftermath. Paul Steinbock — almost certainly a local merchant or innkeeper — had these zinc pieces struck to facilitate everyday transactions when official coinage had effectively vanished from circulation.
