Kassel issued cardboard notgeld pfennigs in 1920 because the postwar metal shortage had made conventional coin production genuinely impractical at the municipal level — the city simply could not source enough copper or zinc to strike small-denomination pieces. Cardboard emergency currency of this kind was produced by dozens of German cities and towns between 1917 and 1921, with local printers handling what the Reichsmünzen could not.

The Tieste cataloguing system remains the primary reference for these municipal issues, and the Va series designation places this piece among the later Kassel cardboard types.
