Cuba issued this piece two years after the tournament itself — an awkward lag explained not by commemorative tradition but by the practical delays endemic to CAME (Comecon) mint planning cycles, where commemorative programs were often approved, designed, and struck well after the events they marked. Mexico '86 was the first World Cup held at altitude, and the only one ever awarded to a country on an emergency basis after Colombia withdrew in 1982 citing economic strain.
