Obverse description The Cuban national coat of arms occupies the central field, depicting a shield divided into three quarters bearing a royal palm, a rising sun with key, and blue and white horizontal stripes, surmounted by a Phrygian cap on a pole and flanked by an oak branch to the left and a laurel branch to the right, tied at the base. Two five-pointed stars appear at either side of the wreath. The curved legend REPUBLICA DE CUBA arcs along the upper periphery, while the denomination 1 PESO is inscribed in the lower field.

Cuba issued this piece two years after the tournament itself — an awkward lag explained not by commemorative tradition but by the practical delays endemic to CAME (Comecon) mint planning cycles, where commemorative programs were often approved, designed, and struck well after the events they marked. Mexico '86 was the first World Cup held at altitude, and the only one ever awarded to a country on an emergency basis after Colombia withdrew in 1982 citing economic strain.
