Cuba's early 1990s coinage program coincided almost exactly with the collapse of Soviet subsidies — the so-called "Special Period in Time of Peace" declared by Castro in 1991, during which fuel shortages were severe enough that the country briefly reverted to oxen for agricultural work and sailing vessels for coastal transport. The sea mail boat subject was not nostalgic whimsy; it reflected an operational reality.
NBS construction was a cost-driven shift away from cupronickel, adopted widely by cash-strapped mints in the early post-Cold War years.
