Cuba's early 1980s hard-currency commemorative program was designed explicitly for foreign exchange, not domestic circulation — these pieces were sold to collectors abroad to generate convertible currency for the Castro government. The Cervantes peso sits within that export-driven series, issued the same year Spain was deepening cultural diplomacy with Latin America ahead of the 1992 quincentenary cycle.
