Masbate is a small island province in the Sibuyan Sea, and its wartime scrip occupies one of the more obscure corners of Philippine emergency currency. When Japanese forces disrupted the central banking structure in 1942, provincial and municipal governments across the archipelago began issuing their own guerrilla or emergency notes to keep local economies functioning — Masbate's Treasury issues were part of that improvised response.

The official stamp is the primary authentication device, as was common across provincial Philippine emergency issues. Forgeries and unauthorized copies circulated alongside genuine notes, and distinguishing them often comes down to stamp impression quality and paper stock.
