Mendoza's provincial government issued emergency fractional currency in 1914 as a direct response to the acute coin shortage triggered by the outbreak of World War One. Trade disruption and hoarding stripped small-denomination specie from circulation across Argentina almost overnight, and several provinces moved to fill the gap before the federal government could coordinate a national response. Mendoza was among the earliest to act.
Kraft Braires was a Buenos Aires commercial printing house, not a specialist security printer — an indicator of how urgent the need was. The notes were never intended for long circulation, and surviving examples frequently show heavy fold wear consistent with everyday retail use.
