Valdeltormo is a village in Teruel province, Aragon — population measured in hundreds, not thousands. During the Civil War, Republican municipalities across the zone issued emergency fractional notes to address the near-total disappearance of metallic coinage from circulation. The Consejo Municipal acted under a broader Republican framework that tolerated, sometimes grudgingly, this kind of hyperlocal emission rather than leave communities without any functional small change.
The official stamp was the primary — often sole — security measure available to these councils. Printing was improvised, paper stock opportunistic. Survival rates for Valdeltormo issues are low simply because so few were printed in the first place.
