One of hundreds of municipal emergency notes issued across Republican-held Spain during the Civil War, when the collapse of small-denomination coinage circulation forced local governments to print their own. Tortosa, a strategically important city on the Ebro, was under Republican control until April 1938, when Franco's forces took it after the brutal Battle of the Ebro. Notes issued by its Ajuntament became worthless almost immediately after.
Algueró-Baiges was a local print shop, not a specialist currency printer — which is precisely why these municipal issues vary so widely in quality and security features across the series.
