During the Civil War, the Republican government's inability to maintain adequate small-change supply prompted hundreds of Spanish town councils to issue their own emergency scrip — these municipally-authorized notes are collectively catalogued as "billetes de necesidad." Rosell's issue is among the more obscure, produced locally with minimal printing resources and intended purely for internal village commerce.
