Rosell is a tiny municipality in the comarca of Baix Maestrat, Castellón province. During the Civil War, the Republican government's inability to maintain adequate small-change supply prompted hundreds of Spanish town councils to issue their own emergency scrip — these municipally-authorized notes are collectively catalogued as "billetes de necesidad." Rosell's issue is among the more obscure, produced locally with minimal printing resources and intended purely for internal village commerce.
The Garrido Monografía reference places this as the sole documented denomination for the Consejo Municipal de Rosell, which implies a single undiversified emission rather than a planned series.
