The issuer's name 'CONSEJO MUNICIPAL DE PARCENT' appears in bold letterpress at the top, with the promise text and date of 15 March 1937 in the central field. Parcent is a village in the Marina Alta comarca of Valencia with a population that barely exceeded a few hundred during the Civil War years. That a municipality this small issued its own emergency paper money in 1937 is less surprising than it might seem — the collapse of small-denomination coinage across Republican-controlled Spain forced hundreds of towns and villages to print their own local currency, a phenomenon so widespread it became policy rather than improvisation. The Generalitat eventually attempted to regulate it, with limited success.
The Gari Mon catalogue documents thousands of these consejo municipal emissions; #1073-B implies at least two known varieties for Parcent, which is itself notable given the scale of the issuer.
