Ayuntamiento emergency fractional notes like this one were a product of Spain's severe coin shortage during the Civil War years, when the Republican government failed to maintain adequate small-denomination coinage in circulation. Municipalities across the Levante and Murcia regions — Pacheco among them — printed their own local scrip to keep commerce moving at the street level. These were never intended to circulate beyond the town's own market and shops.
Gari Mon cataloguing covers this regional Spanish Civil War municipal emission systematically, but many Ayuntamiento issues survive in tiny quantities, having been demonetized and largely destroyed once central supply improved.
