Ayuntamiento emergency fractional notes like this one were a product of Spain's severe coin shortage during the Civil War years, when the Republican government failed to maintain adequate small-denomination coinage in circulation. Municipalities across the Levante and Murcia regions — Pacheco among them — printed their own local scrip to keep commerce moving at the street level. These were never intended to circulate beyond the town's own market and shops.
