During the Civil War, the Republican zone experienced an acute shortage of fractional coinage almost immediately after July 1936, prompting hundreds of local councils — many with no prior experience issuing currency — to print their own emergency paper. The Consejo Municipal de Montiel's 1 peseta falls squarely into this category of locally-authorized necessity money, cataloged under Gari's regional series rather than the better-documented Bilbao or Barcelona emissions.

The thick card stock was a deliberate choice at this level of production — offset the lack of security printing with material that was harder to replicate locally.
