Montiel is a small municipality in Ciudad Real province, Castile–La Mancha. During the Civil War, the Republican zone experienced an acute shortage of fractional coinage almost immediately after July 1936, prompting hundreds of local councils — many with no prior experience issuing currency — to print their own emergency paper. The Consejo Municipal de Montiel's 1 peseta falls squarely into this category of locally-authorized necessity money, cataloged under Gari's regional series rather than the better-documented Bilbao or Barcelona emissions.
The thick card stock was a deliberate choice at this level of production — offset the lack of security printing with material that was harder to replicate locally.
