El Morell is a small municipality in the Camp de Tarragona, and like hundreds of Catalan towns during the Civil War, its council issued emergency fractional currency in 1937 after the Republican government's decree of September 1936 effectively authorized local bodies to print their own small change. The national coinage had nearly vanished from circulation — hoarded, melted, or simply absent — and the gap had to be filled somehow.
Turró catalogues this as a single type, suggesting the issue was modest and probably short-lived. The municipal stamp is the only anti-counterfeiting measure, which was typical for issues from villages with no access to proper printing infrastructure.
