Otto Herman Hedberg operated as a general merchant in Hobart Town during the 1850s and '60s, issuing tradesman's tokens when the chronic shortage of British regal coinage left Tasmanian commerce effectively paralysed at the small-change level. The colonial authorities tolerated and in some cases actively encouraged private token issues during this period — the alternative was commerce grinding to a halt. Hedberg's tokens were struck in Birmingham by John Moore, the same contractor responsible for a significant portion of Australian colonial copper at the time.
The Andrews and Renniks references document at least four die varieties across this type, distinguishable primarily by spacing and punctuation in the legend.
