Ernest of Bavaria held the See of Liège from 1581 while simultaneously serving as Archbishop of Elector of Cologne — one of several accumulated ecclesiastical titles that made him a key instrument of Wittelsbach and Habsburgian influence in the lower Rhine region during the Counter-Reformation. The co-issuer Rudolph II, Holy Roman Emperor, provided overlord sanction that legitimized the striking. Billon coinage from Liège in this decade was plagued by debasement complaints from neighboring territories, and several issues were formally protested by merchants in the Meuse valley.
