The Democratic Republic of Vietnam began issuing its own currency almost immediately after Hồ Chí Minh proclaimed independence in September 1945, a direct challenge to the French colonial piastre still circulating in the region. This 1947 emission came during active French military operations to reassert control — the Việt Minh government was functioning largely from jungle redoubts in the Việt Bắc, and note distribution under those conditions was genuinely improvised.

Printing quality across the P#9 series is inconsistent, a known consequence of limited facilities and wartime supply constraints rather than collector damage.
