Obverse description At centre, a heraldic vignette of the Oldenburg in Holstein municipal coat of arms — a crenellated gatehouse with an arched portal surmounted by a winged eagle device — is rendered in fine letterpress line engraving against a pale ground, flanked on either side by columns of Low German dialect verse in bold black type. The denomination EINE MARK is set in large block lettering within a ruled panel at the top of the note. A peach-toned panel at the foot carries the validity and redemption clause, the place and date 'Oldenburg i. H. 1 Apr. 21', the issuing authority 'Der Magistrat', and a manuscript facsimile signature.

Reverse description The reverse is dominated by a large colour vignette of the Oldenburg in Holstein Rathaus (town hall), executed in a blue-grey and peach palette in the illustrative manner of artist Wilhelm Johannsen, whose signature appears at the lower left of the vignette; the caption 'Rathaus' is inscribed at its lower right. Denomination numerals '1 M' appear in the upper left and upper right corners against a pale ground, while the town name 'Oldenburg i. Holst.' is set in bold Gothic lettering within a ruled panel at the foot. A decorative zigzag border frames the entire composition, with the printer's imprint running along the lower margin.
