Fürstenberg an der Havel — a small Mecklenburg town — issued notgeld like hundreds of German municipalities scrambling to fill the coin shortage that worsened through 1920 and into 1921. These local emergency issues were technically obligations of the issuing municipality, redeemable in theory but in practice often worthless once the inflationary spiral made redemption meaningless. Most towns printed far more than they needed for actual circulation, driven partly by the collector market that had sprung up around series notgeld by 1921.
The DeNG reference places this within a documented series, suggesting it was part of a coordinated multi-denomination release rather than a one-off stopgap.
