The large numeral '1' appears at the left, with an authorisation text block at centre in Slovenian referencing the decree of the Chief of the Provincial Administration in Ljubljana dated 28 XI 1944, VII št. 5946/1, above the issuer name 'HRANILNICA LJUBLJANSKE POKRAJINE' and the titles 'PREDSEDNIK' and 'GLAVNI RAVNATELJ' with two manuscript signatures below. To the right, a vignette of the Ljubljana Castle tower with the Carniolan dragon above it. The Hranilnica Ljubljanske Pokrajine was a savings institution operating under the Italian and later German occupation administration of the Ljubljana Province — a region the Axis powers carved out of Yugoslavia in 1941. This 1 lira note belongs to a locally issued emergency series produced in 1944, by which point the German military had replaced the Italians as the occupying authority following Italy's armistice in September 1943. The lira nonetheless remained the designated currency of the province.
Designer Svetlič was a Slovenian artist working within severe material and political constraints. The tiny dimensions reflect genuine paper scarcity in occupied Ljubljana, not a deliberate denominational convention.
