Philip V of Spain inherited the Spanish Netherlands through the War of the Spanish Succession, though Namur's ability to actually exercise that authority was repeatedly disrupted by Allied occupation during precisely these years. The county changed hands more than once between 1709 and 1711 as Marlborough's campaigns ground through the Low Countries, which makes the minting of this issue under Philip's authority a minor administrative act of assertion as much as anything practical.
