These were struck at the Paris Mint under a broader coinage reform tied to Greece's membership in the Latin Monetary Union, which the country had joined in 1867. The one-lepton denomination was effectively the smallest practical unit in circulation, and demand for it was modest — the combined mintage across both years was limited, with 1870 issues considerably scarcer than those of the preceding year.
