Világítási és Vízmű Részvénytársaság — the Lighting and Waterworks Joint Stock Company — was a Budapest municipal utility, and its decision to issue paper money in 1920 speaks directly to the catastrophic small-change shortage that gripped Hungary in the immediate postwar years. The collapse of the Austro-Hungarian monetary system left the country without a functioning coin supply, and private firms, municipalities, and cooperatives filled the gap with their own emergency scrip, collectively known as szükségpénz.
This particular piece is catalogued under the Adamo MSZK series, the standard Hungarian reference for such local emergency issues. A utility company issuing currency is unusual even within this chaotic period.
