The Soviet brass coinage of 1924–1926 replaced the short-lived aluminum-bronze issues of 1924 and represented the first stable small-denomination metal currency of the New Economic Policy period. Lenin's partial market liberalization had reintroduced the need for functional low-value coinage after years of near-total monetary collapse under War Communism, when kopecks had effectively ceased to matter.

The Leningrad Mint struck these under considerable metallurgical constraint — brass composition varied noticeably across early Soviet issues as the state worked through inconsistent alloy sourcing.
