By 1991, that system was visibly unraveling — national grain coupon abolition came in 1993 — making late-issue municipal stamps like this one products of a bureaucracy already in the process of being dismantled. Shangqiu, a prefecture-level city in eastern Henan, issued commodity-specific coupons through its grain bureau rather than the commercial bureau, which occasionally causes misclassification in collections.
