Chinese municipal food coupons of this type were administered through local grain bureaus operating under the broader rationing infrastructure that the People's Republic maintained from the 1950s onward. By 1991, that system was visibly unraveling — national grain coupon abolition came in 1993 — making late-issue municipal stamps like this one products of a bureaucracy already in the process of being dismantled. Shangqiu, a prefecture-level city in eastern Henan, issued commodity-specific coupons through its grain bureau rather than the commercial bureau, which occasionally causes misclassification in collections.

Cooking oil allocations were administered separately from grain rations and typically issued on a per-household basis tied to residency registration. A one-kilogram denomination is consistent with monthly household entitlements of the period.
