The Pei Yang (Beiyang) Arsenal at Tianjin was among the first Chinese facilities to produce machine-struck silver coinage, established under Li Hongzhang's modernization program in the 1870s. By the mid-1890s it was striking provincial issues under Guangxu's reign, operating with imported European presses at a time when the Qing court was still debating whether Western-style coinage would undermine traditional monetary customs. The Type 2 distinction for this jiao issue reflects a die modification — collectors and catalogers have long separated these Pei Yang small silver by subtle differences in the arrangement of border characters and dot positions.
