Fukien Province operated its own mint at Foochow well into the Republican period, striking small silver coins with a degree of autonomy that reflected the chronic weakness of central government authority during the warlord era. By 1924, the province was producing its own fractional silver largely because reliable national coinage simply wasn't reaching the region in sufficient quantities. Y#380a distinguishes itself from the base Y#380 through a specific reverse die variation — collectors working this series should treat the two as distinct strikes rather than interchangeable examples of the same type.
