Fukien Province operated its own mint at Foochow well into the Republican period, striking small silver coins with a degree of autonomy that reflected the chronic weakness of central government authority during the warlord era. By 1924, the province was producing its own fractional silver largely because reliable national coinage simply wasn't reaching the region in sufficient quantities.
