Vlorë's 1924 municipal scrip belongs to a brief and chaotic episode in Albanian monetary history when the central government had no functioning currency infrastructure to speak of, and coastal towns essentially fended for themselves. The Municipality of Vlorë — still called Valona in Italian administrative usage, reflecting the city's recent Ottoman and Italian occupations — issued these kartat as low-denomination tokens to fill a practical gap in daily commerce that national authorities couldn't address.

Albanian municipal issues from this period are among the rarest surviving paper items from the Balkans. Most circulated hard and were discarded once superseded; institutional preservation was nonexistent.
