Metz was under German administration from 1871 until the Armistice, annexed after the Franco-Prussian War as part of the Reichsland Elsaß-Lothringen. This note was issued in 1918 — the same year French forces re-entered the city — meaning it straddles an extraordinary administrative moment: a French municipality reasserting civic identity while the war's outcome was still unresolved.
Berger-Levrault is worth noting here. The Nancy-based printer had deep ties to French military and official publishing throughout the war, which made it a natural choice for emergency municipal issues across the recovered territories.
