Beschrijving voorzijde Blue letterpress on buff paper with a dense text underprint repeating the chamber name across the field. Two allegorical female figures, each accompanied by a putto bearing a shield, are seated at left and right, flanking a central cartouche with the arms of Valence. The denomination UN FRANC is printed in bold capital letters at centre, with the issuing authority name in an ornate scrollwork cartouche at top and the series and serial number in a panel at the foot of the note.

During the First World War, the sudden hoarding of metal coinage created acute small-change shortages across provincial France. Chambers of commerce were legally empowered to fill the gap by issuing their own emergency fractional notes — a stopgap arrangement that ultimately produced hundreds of distinct local issues. The Valence chamber was among the first to act, with this 1 franc note printed locally by Jules Céas et Fils, a well-established Drôme printer that handled much of the region's commercial typography.

The JP reference covers multiple suffix variants reflecting successive authorization dates and reissues across 1915–1917. Collectors should verify the specific series letter before cataloging.
