Beschrijving voorzijde Dark blue on pale ochre underprint. The upper portion bears the issuing authority's name in bold letterpress across the full width, with the deliberation date below. Two circular vignettes occupy the centre: the left medallion shows a seated allegorical figure amid agricultural attributes with the legend COMMERCIA MENTE REGUNTUR, and the right medallion presents a sailing vessel at sea within a circular border inscribed with a Latin motto, together forming the dual seal of the Chambre de Commerce de Toulouse. Large numeral '1' denominators appear at either side, with the value cartouche 'UN FRANC' in an ornate scroll panel below the medallions. Signature lines for Le Trésorier and Le Président appear with manuscript signatures, the serial number in black, and Série and Émission indications at lower left and right respectively. The entire design is enclosed within a fine guilloche and zigzag outer border.

Four circular corner vignettes each contain a heraldic coat of arms — upper left and lower right bearing fleur-de-lys shields, upper right and lower left displaying the arms of Toulouse with its distinctive cross. A large central oval panel, framed by fine guilloche lacework, carries the redemption text in cursive script, with a small stamped control number visible within the oval. A straight-text notice regarding the deposit of cover funds appears in a horizontal band below the oval. The printer's imprint 'C. BERDOULAT' and 'TOULOUSE' are set at the lower left and lower right corners respectively.

French chambers of commerce were authorized to issue emergency small-denomination notes during and after World War I to alleviate the chronic shortage of coin — the Banque de France had effectively stopped producing low-value specie, and small change vanished from circulation almost immediately after August 1914. Toulouse's chamber was among dozens that stepped in, with Berdoulat handling the printing locally. The JP#122-41/42/43 grouping reflects minor typographic variants within the same issue year, a common quirk in chamber emissions where successive print runs introduced small textual adjustments without triggering a formal new authorization.
