Large numeral '1' denominators appear at either side, with the value cartouche 'UN FRANC' in an ornate scroll panel below the medallions. French chambers of commerce were authorized to issue emergency small-denomination notes during and after World War I to alleviate the chronic shortage of coin — the Banque de France had effectively stopped producing low-value specie, and small change vanished from circulation almost immediately after August 1914.
