Emergency fractional currency issued by French chambres de commerce became widespread after the outbreak of war in 1914 drained small coinage from circulation almost immediately — hoarding and metal requisitions left much of provincial France without viable change. Narbonne's chamber was among dozens that stepped into the gap with locally authorized scrip, redeemable only within the issuing territory.
Lithographie P. Morer-Benezet in Perpignan handled a considerable volume of these regional emergency issues across the Languedoc. The dry seal was the primary authentication device, and forgeries were a known concern with lithographed notes of this type.
