French chambers of commerce were authorized to issue emergency small-denomination notes during and after World War I to address a severe shortage of coinage — centimes and small francs had been hoarded or melted almost entirely out of circulation. The Chambre de Commerce de Moulins et Lapalisse served the Allier department, and this 1921 date places the note in the tail end of that authorization period, when most chambers were winding down their fiduciary emissions rather than expanding them.
B. Arnaud of Villeurbanne was a regional commercial printer, not a specialist security printer, which is worth noting when examining the watermark — the sole security feature on a note that was, functionally, locally-issued currency.
