The Chambres de Commerce emergency fractional notes of 1914 appeared almost immediately after the August mobilization order froze normal banking operations and triggered a nationwide coin hoarding panic. Small change vanished from circulation within days. Hundreds of local chambers across France stepped in as quasi-monetary authorities — legally permitted to do so under wartime emergency decree — and Montluçon's chamber was among the earliest to act, using a local printer rather than waiting for centrally coordinated supply.
The official stamp is the primary authentication device here, which tells you something about the urgency: elaborate security printing wasn't the priority in August 1914.
