The Chambres de Commerce emergency note program that emerged after 1914 produced hundreds of locally issued fractional notes across France, filling the void left by hoarded coinage. This chamber served three distinct towns — Chalon-sur-Saône, Autun, and Louhans — a combined jurisdiction that was administratively unusual and reflected wartime pragmatism more than geographic logic. By 1920, coin shortages had eased considerably, which makes this a late survivor of that system rather than a frontline crisis issue.
