French Chambers of Commerce were authorized by the government in August 1914 to issue emergency small-denomination notes after the war's outbreak triggered an immediate hoarding crisis that stripped coins almost entirely from circulation. Calais, sitting directly behind the Channel front and functioning as a critical Allied supply port, had particular urgency — commercial transactions there could not wait on Paris to stabilize the currency supply.
Arnaud in Lyon printed notes for dozens of regional issuers during this period, running the same presses for competing chambers with tight turnaround. The JP#36.15 à 20 range covers the six sub-varieties of this second issue, distinguished by signature combinations rather than substantive design changes.
