| Descrizione del dritto | Printed entirely in green on cream paper, the obverse carries the issuer's title across the upper portion flanking a central oval vignette with a foliate cartouche. Two allegorical female figures in classical dress stand as lateral vignettes on either side of the central text panel, which bears the large denomination legend UN FRANC within a decorative frame. The lower portion includes the reimbursement clause dated 4 June 1920, two manuscript signature spaces for the President and Treasurer, and the printer's imprint at the foot, all set against a fine guilloche watermark underprint. |

The denomination 1 FRANC appears in large bold letters at centre, flanked by two heraldic shields surmounted by crowns — that of Boulogne-sur-Mer to the left and a maritime arms to the right — set within elaborate scrollwork cartouches. The four corners each bear a circular lozenge with the denomination mark 1F, and a decorative frieze with symbolic maritime and commercial motifs runs along the upper and lower borders. |

French chambres de commerce gained emergency note-issuing authority during the First World War, when small-denomination coinage disappeared almost entirely from circulation. Boulogne-sur-Mer's chamber continued producing these nécessité notes well into 1920, years after the Armistice, because the coin shortage proved far more persistent than anyone anticipated.
JP#31-30 was printed locally by Imprimeries Réunies rather than by one of the major Paris houses — unusual for a note with a watermark security feature, which typically required more specialized papermaking arrangements.
