French Chambers of Commerce were authorized to issue emergency small-denomination notes following the coin shortages of World War I, and Boulogne-sur-Mer's chamber was among hundreds that did so — but unlike many inland issuers, Boulogne's notes circulated in a port town where British military and commercial traffic had been exceptionally heavy through 1918. The 1920 date places this issue in the tail end of that authorization period, as the Treasury worked to reclaim circulation from local bodies and restore centralized note issue.
Printed locally by Imprimeries Réunies rather than contracted to a Parisian house, which was less common for the series.
