The Avignon Chamber of Commerce issued this franc note under the emergency legislation of August 1914, which authorized local commercial bodies across France to produce small-denomination paper when coin hoarding — driven by wartime panic — stripped markets of everyday change. Berger-Levrault in Nancy was one of the principal printers contracted for these issues, producing notes for chambers across multiple departments despite Nancy itself sitting dangerously close to the front for much of the conflict.
