A large central oval medallion in orange carries the numeral "1" above the word "FRANC" and the Arabic equivalent (فرنك), surrounded by an ornate floral guilloche frame. The orange underprint fills the entire field with a repeated micro-text pattern of "CHAMBRE DE COMMERCE DE CONSTANTINE", while the blue border repeats the numeral "1" in corner medallions matching the obverse. The Chambres de Commerce across Algeria issued emergency fractional notes extensively in the early 1920s, filling a gap left by the chronic shortage of small-denomination coinage that had persisted since the First World War. Constantine's chamber was among the more active issuers in eastern Algeria, and its notes circulated heavily in local trade rather than through any formal banking channel.
Imprimerie Baconnier was the dominant commercial printer in Algiers for this class of material — practical, local work, not prestige engraving. The notes were not intended to last, and most didn't.
