Local chambers of commerce across French-administered territories and metropolitan France issued emergency fractional notes to compensate for the hoarding and disappearance of coins, which happened with striking speed in the war's opening weeks.

Moullot fils aîné was a well-established Marseille commercial printer, not a specialist banknote house — their involvement reflects the improvised nature of these wartime émissions de nécessité rather than any institutional printing contract.
