Philippeville — now Skikda in northeastern Algeria — was under French colonial administration when the First World War disrupted normal monetary supply chains almost immediately after August 1914. Local chambers of commerce across French-administered territories and metropolitan France issued emergency fractional notes to compensate for the hoarding and disappearance of coins, which happened with striking speed in the war's opening weeks.
